SEB was retained by Erickson Retirement Communities of Catonsville, MD to assist in the permitting of a proposed 1,750 unit senior retirement community, plus 516 extended care center beds, in Hingham, Ma using Chapter 40B as the permitting vehicle. SEB helped define how the development could meet the affordability requirements under Chapter 40B, particularly with entrance deposits required for the affordable units. After an extended period of negotiation with the local zoning board of appeals and with the Massachusetts Department of Housing and Community Development (DHCD), a $5 million scholarship program was approved to assist those income-qualified seniors who did not have the assets necessary for the entrance deposit. DHCD agreed to “count” the affordable units with the scholarship funds in place and the development began initial occupancy in October 2004.
